(Health-NewsWire.Net, April 28, 2015 ) Chicago, IL -- According to a recent study conducted by the american Civil Liberties Union of Illinois, over 33,00 people were arrested in Cook County for possession of marijuana in the year 2010. Low level cases such as marijuana possession cases have flooded the Cook County court system for years. These cases have caused inflation in the criminal justice system due to the pricey prosecutions that have virtually done nothing to get to the root of drug use.
Cook County has adopted the trend in decriminalizing low level drug offenses. Cook County's top prosecutor announced on April 20, 2015 that her office will no longer prosecute majority of misdemeanor charges and will redirect nonviolent offenders with low level possession charges into addiction treatment programs. This new policy is intended to handle drug abuse as a public health issue instead of a crime. Prosecutors believe that criminalizing nonviolent, repeat drug offenders is not helping, and it is also too costly. The best way to help these repeat offenders is to direct them to treatment versus placing them in jail.
The new policy will refrain from proceeding with misdemeanor charges for marijuana possession of 30 grams or less, against offenders who have less than three related arrests. Individuals with three or more arrests will be enrolled in drug rehab and charges will be dropped upon successful completion of the program. Individuals with a significantly violent criminal background will be receive alternative prosecution that will still allow them to receive treatment and social services.
