(Health-NewsWire.Net, June 22, 2015 ) Chicago, IL -- Since 1989 a ban has been placed on happy hour drink specials in Illinois bars and restaurants. However, happy hour could potentially make a comeback in the state of Illinois if the bill is passed by Governor Bruce Rauner.
The law to ban happy hour specials had been put in place as a means to help put an end to bar patrons chugging alcohol during happy hour. The law had also been set in place in efforts to help cut down on drunk driving in the state. Although drink specials were still allowed, the ban prohibits selling an unlimited number of drinks for a set price, serving free drinks, or serving stronger drinks without a proportionate price increase.
The Illinois House and Senate have passed a new bill for happy hour to be allowed in Illinois bars and restaurants again. Bars and restaurants are now allowed to offer beer, wine, and spirits at a discounted price, for up to hours a day and 15 hours a week. However, some restrictions will still remain in place, such as happy hour specials are not allowed to be offered after 10 p.m. and discounts are to be posted at least seven days in advance. Volume specials such as two-for-one drinks are also prohibited.
One caveat to the new legislation is that all business which serve alcohol in the state would have to complete a responsible alcohol service training called Beverage Alcohol sellers and Servers Education and Training.
Legislation has not been received by Governor Bruce Rauner as of yet, it is still unclear whether Governor Rauner plans to sign off on the proposed measure. However, it has been received enough votes of approval to override a veto.
A medical associate from Drug Rehab Chicago comments "I am hopeful that this bill doesn't get passed. My biggest fear is that bar patrons will get so excited about happy hour being available again that binge drink at bars as a means to celebrate happy hour being available again. The law that prohibited happy hour specials were set in place in order to help put an end to drunk driving and binge drinking during happy hour. Lifting the ban would only allow for drunk driving and binge drinking in Illinois to increase. i understand that happy hour will help businesses boost their alcohol sales, but it will also boost the problem of alcohol abuse as well. If the ban does get lifted, I am hopeful that those who indulge in happy hour specials will drink responsibly."
